You can buff the surface of a plastic window to remove most surface scratches, but deep scratches will most likely require more intense work, or in worst case scenarios, a replacement. This is because manufacturers now have the ability to create efficient and inexpensive residential plastic windows that compete with glass window designs. A plastic window is made to endure severe weather conditions and weighs half as much as a glass window of equivalent size. The Cut Polish Method

Simply clean out any minor scratches with a 1000 or 1200 grit wet/dry sandpaper, then finish off with a cut and then car polish. Depending on the scratch, you might start as low as 80 grit and advance to finer wet n dry grades. This would remove a lot of uPVC, but maybe not all of the scratch. You can then move up to 120 grit, then 240, 400, and 600 before removing all of the scratch. As your last steps, take precaution and go over it again with an 800 grit or 1000 grit before blending in any smaller scratches from sanding with 1200 grade.
