Protection from Harassment

Nobody has to suffer persecution or harassment from their neighbours, no matter what has motivated the perpetrator to do this to you in the first place, and you are protected by the law in this regard. Some instances of harassment arise as a result of a dispute between neighbours which has escalated out of control. Sometimes it’s down to anti-social behaviour by irresponsible youths, other times it may be due to a long-running dispute with a neighbour. Your harassment may be motivated by perceived differences between you and the rest of your neighbourhood by a neighbour(s) and these are usually of a Discriminatory Nature which is dealt with in another article contained on this website.

What Constitutes Harassment?

Threats of violence against you or an actual act of violence committed upon you

Abusive and/or insulting behaviour or words

Threats of damage to your property and possessions or actual damage to them Any written form of abuse or threat made to you, including letters, graffiti or any other kind of written material such as posters being put up that are derogatory towards you Harassment can occur in many forms. It's described as 'causing alarm or distress' and also as 'putting people in fear of violence'. It can include, but is not limited to, the following types of behaviour: Basically, harassment can be any type of behaviour or action taken towards you which threatens your own sense of security and peace or which causes you unnecessary inconvenience. What You Can Do if You Become a Victim of Harassment

If you feel that you are being harassed, you should immediately notify the police. It’s also useful if you have Kept Written Records of all the occasions when any harassment has took place, including what form of harassment you suffered, the date and time it took place, and a name or description of the perpetrator(s). Even if you haven’t gathered all of this information or you don’t know who might be responsible, just give the police as much information as you can. The more you can tell them, the quicker and easier it will be to get the harassment to stop and to instigate any legal proceedings that might be necessary. Once you have been interviewed by the police, they will be on hand to offer you any advice while they conduct their investigations. The police take harassment issues very seriously. They will be there to support you although the level will vary depending upon the severity of the harassment which has taken place. They will also offer you all the required information and guidance you might need if the matter goes to court. Depending on the nature of the harassment, they’ll also put you in touch with relevant external organisations or agencies that will be able to give you specialised support and further counselling assistance, if needed.

If You Live in Rented Accommodation

If you live in rented accommodation, you should also inform your landlord, local authority or housing association. They can offer additional support which might include fitting locks, vandal-proof letterboxes, fences and lighting, and installing alarms which might even be linked to your local police station. If your perpetrator lives in the same building as you, they can also confront them and warn them about possible tenancy agreement breaches, and the possibility of eviction. In the case of local authorities and housing associations, they might also be able to assist in re-housing you elsewhere if that’s the decision you feel would be best for you. However, if you like living in your present home, you should feel under no compulsion to move, and your local authority will take all the necessary steps and offer you the support to enable you to remain put. Nobody should ever feel compelled to be driven out of their home and neighbourhood against their wishes because of a harassment issue. Harassment is a serious offence, can cause unbearable stress and will be dealt with harshly by the Police and the Legal System.

Cat - 4-Jan-23 @ 8:41 PM Continued years of harrassment by my neighbour who has a unmanagable aggressive dog that never cleans up its feaces near my back door. I also smell drugs when ever he is in the communal area Throws his dog muddy ball on my windows after window cleaner has been and throws them onto my laundry. Shouts and threatens if politely asked to collect thier dogs feaces in communal area. Drills at 7am on Sunday. Stands outside my bedroom and lounge window to store through,so I have to keep my blinds closed all the time. When I had my washing line installed in communal garden outside my back door a few months later he bought one and installed it in view of my back windows. Where I often note he stands pretending to touch dry clothes in summer which has been there for many hours and completely dry. Just to be able to undertake voyeurism through my windows. He even was outside in the communal garden at 1130pm looking through my bedroom window. The harrassment is also combined with his shouting and screaming and arguing through my lounge wall with his family members. When I first moved there , he said good morning miss, then I saw him smashing up the garden communal bench ! Needless to say I stopped replying to vi's good morning.As he is highly strung and once I ignored him he then has shouted at me and came to my.back door shouting and asking me "Fight me" "Why are you ignoring me". I have reported to the police and housing , local mayor and Councillor and then I had to contact the local Ombudsman as there was no cameras in the communal garden and he is threatening and angry and aggressive. I am very scared. Police do nothing as he denys all his harrassment. For several years this occurred. Last year he then make false counter allegations that I installed a security camera at my back door. Wish I could move but it's located near my family and friends and I cannot find same price rent in the area. The police seem to support these anti social behaviour threatening Neighbours as they permit this behaviour continuously.I mean taking drugs in a communal area is surely a criminal offence ?

None - 30-Dec-22 @ 1:33 PM I have read the majority of these messages and am blown away as I have exactly the same issues and have had for 3 years.My neighbour in housing association flat perverted the course of justice and I was dragged in for cautioned interview - our stories completely different and hers the complete opposite of what happened.Since this, I've been blamed for all kinds, yet I have all the evidence that housing and police have ignored.The neighbour came to my front door, assaulted both my partner and I, tried to slash his hands as he held them up infront of himself telling her to go away, she tried to break the door cam off the door and then gave me a 2nd death threat - all on camera.Police came and because I was swearing on door cam footage out of shear frustration - they done nothing.I fought, wrote to Chief constable, Police Professional Standards, my councillor, my MP - and eventually they tried to give her a community resolution - which basically is a slap on the hand.After having her family follow my partner and threaten our lives and our car - again - nothing could be done the video my partner took wasn't much to go on - we feel unsafe.I carried on with the fight to get her caution put on record.She lied to police and housing saying she has been away for a period of 3 months and has no intention at all of returning (whilst her friend was staying above in her absense and causing noise from hell most of the time).This shouldn't be able to happen, and now my neighbour has returned and tried to get our druggy neighbour to cause hell - whilst she video'd us telling him to go away from our front door!!!Given death threats and assaulted, 3 years of harassment which I proved but housing didn't want to know - yet, they get the rent money and we get nothing of which is set out in their contracts or policies - like duty of care and asbo behaviour - all a load of rubbish.People should get together and show their voice.There's plenty to read on this site but there are many, many more people who are not reporting these types of nuisance out of fear or not knowing who to go to.The perpetrators do this out of malice, it's on purpose.Most of them know how the games go, what not to say and what sounds good to people of importance.My case will not end here - everybody has a right to live in their home comfortably but if someone's harassing others and making a complete nuisance - they should be dealt with.With or without evidence!! Po - 24-Dec-22 @ 4:30 AM A neighbor two doors over has thrown eggs at my house put trash at my door. I cleaned it up never said nothing to her now as of the other day the power was out she took her car, ran into my car, smashed my drivers door, and also slashed three tires on three different cars and also came out and told me to my face that I was not safe and went back inside. Came back out and did all this to my property. Police can’t do nothing management is not responding. Recently he got a works large van and insisted it was parked out side my house and not blocking his view but mine. We knocked and to ask him to move it a bit forward as we couldn’t park, was met with bad language and rude gestures at the window. I am a wheelchair user and can’t walk at all also have cancer, we only want enough room to park, he has front of house garage and drive but won’t use them. On the advise of police and local council we were told to have a word with his employer to see if they could ask him to move forward a little. Then the abuse got worse, he would stand by my front door swearing shouting of an evening, smashed the van into the car to try and move it, if we park near our house he gets even closer and parks touching the bumper, walks up and down turning shouting I am going to keep turning your security light on to cause you money. Points and laughs if we have to leave the house, smashed my conservatory and pulled all my fences down, and not once have I said one word to him. The police told me to ignore him I am scared of this man and cancelled hospital appointments as now scared to leave house at all. He nowsays I harrassing him but in 8 years I have never said one word to him. I have videos of the abuse from my doorbell but the police won’t help and told me I have to stay in if he is home. Single white female, 2 thug children, and yet I've put up with verbal abuse from mother and son, age 14, they've (kids) have damaged my property, broke fence posts, thrown broken cinder blocks in my yard, tried to break into my garage, the mother leaves these kids unattended constantly, but when I call the police, I'm the one doing the harassing! By getting on to her thug children, the sister follows the brother, it took me 9 calls to the police and 18 months BEFORE I could get even 1 officer to make a damn report, and finally one did!! Now, I'm being stalked,they have cameras watching me 24/7, but yet I'm doing the harassing!! O - 15-Oct-22 @ 8:44 PM For all your advice, from extreme ongoing harassment over 16 months, police and landlords do nothing other than ask a tyrant to stop when he never stops, and thus taught him he'd continually get away with his noise, bullying and threatening me until I violently exploded since I couldn't cope while losing my mum, having only just lost my dad, I could not cope anymore. Police should have prosecuted him many times, I had 800 videos of his drink drug fuelled behaviour, landlord said my evidence would put him in court but no one tookmy evidence, 18 officers over 18 days, I snapped on the 19th day. Police said they were sorry there was nothing more they could do... rubbish, and this is how disputes escalate into violence because relevant authorities and landlords incompetently let it all unfold instead dealing with issues long before escalation. He drove the previous couple out, and have learnt the new tennant after driving me out has himself put this same guy in court, for the same reasons. Reporting and asking for help achieved nothing. Same police who said I made up that another guymugged me and beat me up, sergeant said " I'm just the town drunk who fantasised the incident for attention"... I don't drink, and three weeks later the same guy was in the local paper for 'brandishing a knife' at a woman serving at the local Chinese takeaway. Vigilance it is, then. The owners of the farm that my home and lot were purched from sold and have sold to new Farmers however 1 man from the past farmers family asked to build a building at the top of the hill behind me therefore using the access road as it had hardly ever bn used except I t by me as my driveway , the man did not purchase any land however the new owners allowed him ti build a metal building w an agreement that when the man dies they will be handed the building he erected.He than asked me after having his lawyer draw up papers to ' own ' the access road' and I thought this man was kidding , I never prevented him or anyone ever from being able to use it by bariicading itvw a fence or doing away with it alltogether nothing if the sort its on my property I own on the opposite sides of it however I have never ever complained or felt I've bn unjustly treated until now since I didn't meet w this man over 3 years ago to sign this part of my property he'd asked to buy with and did not sale he told me he would now make my life a living hell and he has done that and more he has now got me to where I'm unable to even drive through to my house he has cameras overlooking all I do or any company or family who visits are questioned I'm daughter has been followed and terrorized when she comes to my home I do nit have a place ti park bc whenever I leave to go babysit my grandchildren he gets his tractor out and moves rock to barricade me he has had my property surveyed i believe 2x now and keeps moving his man-made rods to drive into places around my yard that he most probably has chosen to destroy next and has never failed to destroy any thing I work on in my own yard no matter what it is he destroys it and runs all my hardworking into a building I have had in my yard since I've bn here we built I've bn here since 1989 and since the sa k e of the above farm this man even has another access road that he actually does own a lot on and he has put no trespassing on his so that only mine can be used by him and all those he has come to his building and understand also he has a home in the town here he just has done this building this building and negotiating his presence and he comes to do this in the hours of after noon each day approx 4 o'clock and does his damage all throughout the night to me . Investigations into the police as to why they don’t protect us.Full support in complaining and taking the police to court for not fulfilling their duty of care towards you. The neighbour was given an ASB warning by the local council but the police just sent a stock text saying they were closing the 'investigation' without actually doing anything. You are absolutely NOT protected by the police.I'm disabled and I have reason to believe at least some of the almost hassle we get from them is because of this, but the police here in the West Midlands literally do not care. Bloody useless.Now they're doing it to someone else in neighbour hood and they've been reported apparently Scared for my son’s - 3-Sep-22 @ 11:43 AM We filmed a white neighbours son damage a black lady’s fence and sent it to the west London Labour council.When the wakened fence came down, the council wouldn’t help her replace it, even though it was the other neighbours fault.Then the same son began shouting and swearing at the woman’s disabled son, calling him a carrot and a vegetable. They then damaged her car (we have pictures).The Police visited and we gave evidence about what we saw.They and the council did nothing. Last week, the neighbours threw eggs at the disabled boy in the garden from their window.It hit him in the eye.They also threw beer bottles at him. I called the local Labour office to speak to the MP to complain but he was dealing with a case in another borough. I later found out that the neighbours ex boyfriend works for the police. I couldn't tell who was driving but I gave him the address the SUV lived at, and ever since then, there have been people every day and night doing the same thing, driving in my yard and doing donuts, gunshots outside my house, vandalism, theft, and it's the entire neighborhood, about 20 people. Cops do absolutely nothing, and turns out the driver was the landlords cousin, and the entire mobile home park is related to owner/landlord. I woke up this morning to a doll hanging on a rope outside my front door. Again law enforcement doesn't do a thing, and it's all men.... I'm a legally blind female... I guess that makes them feel tough. When I called cops about the doll, the sheriff didn't bother coming, he to ok report over phone. Were friendly enough to begin with but as time passed they began to falsely accuse me of smoking (I'm a lifelong non-smoker). After the 5th or 6th time they pleaded with me to stop smoking I'd had enough. (Some times they would confront me at my front door, other times nasty notes were shoved through my letterbox). I drafted a somewhat angry-sounding letter to them (non-threatening and I used no swearwords, but I stated the facts with appropriate grammar). Things didn't improve as they attempted to have me evicted (and failed miserably I might add). Fast-forward to the present and the woman neighbour called me a monster over the fence (I'd started playing a little with my cats - to which my laughter had startled her dog - and it began barking; to which she responded to the dog: "I know... he's a monster." [ meaning obviously myself, there were no other people or animals around at the time ]). Now this is admittedly the first time I've been name-called but can't help wonder if it's the start of a new wave of abuse from them. As someone who lives alone with long-standing ME/CFS (decades, plural, at this point) it's difficult to get through the day with already present anxiety, and heavy muscular pain & fatigue; and the short time I'm sometimes able to spend outside with my 2 young cats I really cherish. It doesn't make me want to even go outside any more but I need to access the back garden on at least a semi-regular basis. Compared to others' experience with neighbours mine obviously doesn't seem too bad at all, but it's all relative. With illness this is bordering on a hellish environment. My parents feel I should contact the police, but I'm not sure I'd be taken seriously (that's my guess) and it risks stirring things up even more with [the neighbours]. I honestly don't know what to do, but obviously I'm searching for a new place to rent. I don't care if they forced me out of my own home, it's more than worth it to get away from the bullies. Kai - 2-Jun-22 @ 8:27 AM So,I have moved into a new home in Port St Lucie and the neighbors next door to the right of my bedroom are very rude. They called me gordo(fat),ugly,rude,evil,psycho,racist, and told me to kill myself. Also, they said that they want to slap me. But, knowing me being angry I said a few things that were rude back and might have threatened to key their car. I haven’t did any harm to them or belongings. I am having a hard time with my mental issues and this is adding on to it. I even might have tried to do suicide since I couldn’t take it no more. I am just sick and tired of being ridiculed and being called names I am not. What should I do?
